The reviewer's GitHub connector returned 403 on both formal reviews, so neither PR carries a review record on GitHub. These two files are the only durable record of the decisions. They are also a prerequisite rather than bookkeeping: SRCADM-01's admission takes effect through admission_record_ref, and that field points at a review record. Without one, the binding PR has nothing to reference. Both records quote the reviewer's conclusions verbatim as relayed, and both state plainly that no GitHub review exists and why. The SRCADM-01 record is marked as the one admission_record_ref is to point at. No contract, rule, test or target-axis change. admission_record_ref stays null, EVGAP-01's authorises_extraction_run stays false, and neither gap is lifted. …e EVGAP-01 run ChatGPT APPROVE at 37f45f2, reviewed against the boundaries frozen by #63 and #65. Binding only: no new evidence, rules, Gates or target universe. Three actions — SRCADM-01 pending_review to approved, admission_record_ref filled to point at the record #65 merged, and EVGAP-01 switched from awaiting admission to one permitted extraction. Preserved: authorises_level_01_execution false, Level 01 not executed, EVGAP-02 not lifted, PR #59's field whitelist unchanged, target axis unchanged, EVGAP-02 contract untouched. Reviewer's non-blocking note carried forward: authorises_extraction_run_count is declarative today and has no consumption mechanism; it does not decrement or zero out after a run.

审核方两次说明：通过 GitHub 连接器写入正式 review 返回
403，未能写回 GitHub。因此 #62 与 #63 在 GitHub 上没有任何 review 记录。两者已按指示合并

17c5707、98a1698），决定有效，但唯一可长期引用的载体只能是仓库内的记录文件。更直接的原因：
SRCADM-01的准入要通过admission_record_ref生效，而该字段按定义指向一条审核记录。没有记录，binding PR 就没有可指的对象。 本 PR 是它的前置。
