feat(calibration): freeze E4 and E2 offline designs

Summary

• version the content-free E4 corpus manifest, exact construction strata, ambiguity limits, reviewer constraints, and deterministic joint top-up checks
• version exact_conditional_sign_v1, the exact rational E2 base-grid generator, all 900 included-or-omitted scenario cells, perturbation semantics, and certified-maximizer contract
• add canonical compact-JSON recomputation with component/source digests and make drift fail the merge gate
• align the candidate SAPs, roadmap, README, and status with the ratified offline design while removing stale published-baseline references

This is synthetic design infrastructure only. It contains no authored corpus records, observations, grader admission, operating-characteristic results, registration, scientific verdict, or powered-method selection. The installable 0.2.0 core and frozen identity-domain bytes are unchanged.
