Superseded by #37, which merged as b21ebfff76ac6d7a70b73e66aaec09e8086c1271 and closed #29.

The replacement upgrades Octocrab to 0.47.1 while preserving Rust 1.88, minimizes its enabled features, configures MSRV-aware Cargo resolution, and removes the vulnerable quinn-proto version. Octocrab 0.54.1 was deliberately not retained because its required JWT backend either introduces RUSTSEC-2023-0071 or adds a non-portable AWS-LC/NASM toolchain requirement.
