ChangeLog: port v3.5.5 release notes to main - #23196

Ports the v3.5.5 release notes from `release/3.5` into `main`'s `ChangeLog.md`, following the established pattern (as #22831 did for 3.5.3/3.5.4). Added in chronological order between the in-progress v3.6.0 block and v3.5.4. Notes-only change. `db/version/app.go` on `main` is on the 3.7.0-dev line and is intentionally not touched.
The release-branch table in the branch-naming rules still pointed at v3.5.3, two patch releases behind. The `release/3.6` line is unchanged: `gh release list` confirms v3.6.0-rc.1 is still a Draft.
