Ports the v3.5.5 release notes from `release/3.5` into `release/3.6`'s `ChangeLog.md`, following the established pattern (as #22832 did for 3.5.3/3.5.4). Added in chronological order between the v3.6.0 block and v3.5.4. Notes-only change. `db/version/app.go` on `release/3.6` is on the 3.6.0 line and is intentionally not touched.
