Summary
Fix the Windows Authority update retention defect where every self-contained runtime remained under
%LOCALAPPDATA%\GitHubDeliveryAuthority\appafter upgrading.The initial head is intentionally RED-first regression coverage. It seeds multiple old release directories, runs the real Windows release installer, and requires only the newly installed release-owned version to remain while persistent root state stays intact.
Production cleanup follows only after that regression fails for the reproduced bug.
