Summary
Follow-up release PR for the reliability hardening work in #434, #435, #436, #437, plus the Authority runtime-retention fix in #438.
The initial head is intentionally RED-first release coverage: package version must become
1.5.1, a dated1.5.1changelog section must exist, and that section must account for PRs #434 through #438.After the RED result, this PR will contain only release metadata/test reconciliation: package version, release contract test, and changelog.
Dependency: #435 and #438 must be integrated before this release is merged.
Do not merge yet.
