Fix ModCollectionPath folder nesting - #1274

Node.js 20 is deprecated. The following actions target Node.js 20 but are being forced to run on Node.js 24: actions/checkout@v3, github/codeql-action/analyze@v3, github/codeql-action/init@v3, microsoft/setup-msbuild@v2, NuGet/setup-nuget@v2. Cannot build an overlay database because build-mode is set to "undefined" instead of "none". Falling back to creating a normal full database instead.
