Really clean scaffold, Emmanuel — love how well-isolated it is under apps/mobile/ with zero impact on the existing app. CI integration, typed routes, and the dev tooling are all solid right out of the gate. Great foundation to build on. Merging!

Middle layer of native stacked PR #64; depends on #63. Adds an isolated Expo SDK 57 and TypeScript app under apps/mobile, with file-based routing, a placeholder ballot route, responsive native/web layout, setup documentation, and test/typecheck/lint/export commands. No PHP API, database, authentication, or production deployment changes.
