## Code-owner review gates — disabled (on hold)

The organization-level policy in `ContextualWisdomLab/.github` is authoritative.
While the organization has only one maintainer, code-owner-specific requirements
(`require_code_owner_reviews` in branch protection and
`require_code_owner_review` in rulesets) remain on hold because they cannot be
satisfied independently. Do not add or re-enable a CODEOWNERS-based merge gate
until the central policy records multiple independent maintainers. This hold
does not remove current-head independent approval, required status checks,
security gates, latest-pusher restrictions, or unresolved-thread protection;
when local text and central governance disagree, central governance wins.
