feat: move zingo-netutils into workspace from zingo-common#2430

Add zingo-netutils 5.0.1 as a workspace member, inheriting all dependency versions from workspace.dependencies. New entries the crate needs are grouped in a dedicated Netutils section. The workspace dep is now a path dep (version to be restored at release time, per the pepper-sync convention). Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
Records the default-off regtest cargo feature across zingolib, zingo-cli, zingo-mobile, and zingo-pc, with ActivationHeights moving to the zingo-consensus leaf crate in the infrastructure workspace. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
