Port the engineering-skills domain-doc structure from zingolib, adapted to zaino's actual issue surface and ADR home. - docs/agents/issue-tracker.md: zaino tracks issues+PRs on GitHub (zingolabs/zaino) via the `gh` CLI; GitHub is the triage surface. - docs/agents/triage-labels.md: the five canonical triage roles map onto GitHub labels (no status column), with `wontfix` also closing. - docs/agents/domain.md: single-context layout; docs/adr/ is the ADR home, docs/decision_records/ is process notes (not the ADR surface). - Add a `## Agent skills` section routing to those three docs. - Make AGENTS.md the canonical file and CLAUDE.md a thin pointer, matching zingolib's convention (was: AGENTS.md symlinked to CLAUDE.md).
