Align generic Rust upstream failure classification with Python: retry provider 403/401/5xx responses, honor AUTO_RETRY, preserve request-scoped 400/413 and missing persisted Responses item behavior, and add regression coverage. Validation passed: cargo test, uv run pytest, and cargo clippy.
