The star history chart is currently broken because the chart provider can no longer fetch stargazer data reliably. Point the chart to the new working host in both README and README_CN so the chart renders again.

The star history chart in the READMEs is currently broken and shows no data. This change points the chart to a working provider so contributors can see the project's growth again. No other content is modified.
