docs: add v1.0.16 ordertracking + docs-alignment devlog entry

Adds a devlog post for v1.0.16 covering the gmc ordertracking release and the release-time docs-alignment sweep.

The post captures two things worth recording:

• The reviews contract that wasn't there — a search claimed reviews was v1 GA; the live discovery service said otherwise (reviews_v1 → 404), so the pick pivoted to the genuinely-GA ordertracking/v1.
• The alignment pass — the checklist that keeps the docs' sub-API counts, version references, command lists, reference page, and CHANGELOGs consistent after a new command lands, plus the false-positives deliberately left untouched (historical roadmap rows, a metric named "conversions", the curated MCP tool set).

Docs-only: new docs/devlog/2026-07-01-ordertracking-and-docs-alignment.md, wired into the devlog index and the sidebar. No changeset (no package change). Local vitepress build passes with no dead links.
