Two things:

1. What does this PR do? The title is "testing" and the description is empty, so I don't know what to look for on merge. Please update the title and description to say what feature or fix this is delivering.

2. Two failing CI checks to address regardless:

   • stellar: cargo fmt --all --check fails. Run cargo fmt --all in stellar/ and commit.
   • evm: npx hardhat test exits with code 2. Run the tests locally in evm/ and fix whatever is broken there.
