The check_cgroup_io_max PL/Python segfault item appears to come from test helper code rather than a user-facing function. I’d suggest removing it from release notes unless there is a product-visible issue behind it.
Minor wording suggestion: in the ALTER RESOURCE GROUP docs, use NAME <new_name> or <resource_group_name> to reduce ambiguity between the existing group name and the rename option.
