Preserve immutable historical delivery while assigning the missing core, storage, audit, telemetry, shared-contract, and Provider-scaffold obligations to prospective prerequisite tasks. Stage implementation behind T606-T609 and invalidate the previous entry receipt.
Add exact entry validation and launch-census commands, distinguish retained predecessor identities from new snapshots, and assign real peer authorization, broker-only host effects, strict Nix authority, migration, audit, redaction, retention, and descriptor closure to the prospective foundation tasks.
Bind the strengthened T607-T609 ownership sets and updated canonical feature-contract digest after the executable entry follow-up.

Current status
Blocked at the T221 plan gate. The selected roster found load-bearing contract gaps requiring accepted design amendments before implementation: Network isolation and host-global ownership, delivery and telemetry authority, broker-only privileged effects, Provider scaffold/shared-writer ownership, and graph-derived dispatch/receipt enforcement.
No implementation lane has been dispatched.
