Forensic startup-smoke correction for the v1.0.6.37 Nuitka portable RC. The first real OneDir build compiled and verified successfully but VibraPilot.exe exited with code 1 while the console-disabled smoke discarded the underlying traceback. This change adds workflow_dispatch-only forced stdout/stderr capture, removes PYTHONPATH/PYTHONHOME from the packaged smoke environment, uploads startup diagnostics on failure, and keeps production src/browser/workflow/licensing/persistence behavior unchanged.
