Adds the v1.0.6.37 Windows x64 portable release pipeline using pinned Nuitka 4.1.3 standalone OneDir packaging. Uses system Google Chrome only; no bundled Chromium, WiX, MSI, or installer payload. Adds fail-closed portable artifact verification and a minimal cross-packager runtime-root compatibility layer while keeping browser/workflow/licensing/persistence business behavior frozen. workflow_dispatch produces an RC artifact only; public release remains gated on owner Windows acceptance and the exact v1.0.6.37 tag.
