Fixes #1525. Credits #1526 for the original diagnosis and expected event order.

Why

A conversation turn that parks for connection authorization emits authorization.required but no turn boundary. Chat clients keep waiting because they never receive turn.completed or session.waiting.

On current main at f835ad57409ddf33cd21c52947ec27e8c7024bb7, the focused regression check received this tail:

Approach

The authorization park path omitted the epilogue already used by other conversation park paths. Calling emitTurnEpilogue after authorization challenges should settle the client turn while keeping the authorization request parked for a later resume.

The change applies only when event emission is enabled in conversation mode. Task mode and event-disabled execution keep their existing behavior. The returned emission state is stored on the parked session.

Validation

Focused regression test failed on current main and passes with the change
tool-loop.test.ts: 175 passed
pnpm --filter eve typecheck
oxlint, oxfmt --check, and guard:invariants
eve unit suite: 3,589 passed; one unrelated IPv6 development-server test timed out, then passed on focused rerun
Strict maintainability and five-axis reviews found no issues
