feat(eve): let a provider say how much of an event it needs

Summary

Related to #1595. Final PR in the instrumentation-provider stack; the feature remains behind experimental.instrumentationProviders.

Providers declare capture: "metadata" | "content", defaulting to metadata. The bus avoids constructing optional content when nobody requested it and gives metadata providers one immutable stripped projection when another provider did.

Metadata capture now allowlists only gateway cost and generation ID from opaque provider metadata. Failure objects are withheld unless content was requested, and OTel destinations declining outputs also lose exception events, event attributes, and status messages. Stripped events and nested output/metadata objects are frozen so one provider cannot corrupt the view shared by providers behind it.

Validation

• Full eve unit suite: 6,172 passed, 1 skipped
• Full integration suite: 618 passed
• Focused capture/projection suite: 51 passed
• tsc -p packages/eve/tsconfig.json --noEmit
• pnpm docs:check; lint, formatting, and invariants pass
