feat(eve): declare content capture per trace destination

Summary

Related to #1595. Stacked on #1813 and still gated by experimental.instrumentationProviders.

Content capture is now destination-specific: otelIntegration({ recordInputs, recordOutputs }) controls what that destination receives, while span construction uses the union of every destination's policy. A declining destination receives one cached redacted facade from onStart through onEnd; sensitive initial attributes are never exposed, stateful processors retain object identity, and the facade's stable attribute map refreshes as the span changes. The original span remains untouched for destinations that requested content.

EVE_TRACES_CONTENT now narrows localTraces() only. Exact attribute names are classified rather than broad prefixes so structural metadata such as finish reasons and tool names survives.

Validation

• Full eve unit suite: 6,129 passed, 1 skipped
• Focused content/declaration suite: 30 passed
• tsc -p packages/eve/tsconfig.json --noEmit
• oxlint on the changed processor and tests
• pnpm guard:invariants
• Integration/e2e not rerun for this in-memory processor-only review fix
