Adds a CI workflow running build and test jobs on pull_request and push to main, per the UTxO RPC umbrella SDK CI requirements.
utxorpc-tests is a live-server integration crate currently stale against spec 0.19.0; scope the build/test jobs to the utxorpc crate.
