Summary

Syncs GitHub main with the streamrelay 0.3.0 already published to PyPI.

  • Bump version 0.2.0 → 0.3.0 in pyproject.toml
  • Add streamrelay.cli command-line entry point
  • Add tutorial notebook
  • Minor init.py update for new version

Why

PyPI streamrelay 0.3.0 was published from a local checkout that was never pushed back to GitHub. This PR aligns the two so the v0.3.0 tag/release archives the right source.

The serve command's --host default is 0.0.0.0 by design (relay needs to
accept connections from arbitrary outbound clients). Matches the existing
annotations in streamrelay/server.py.
