This kind of closes #300, although the statistics are done on the gcs side instead
This is the obc code for the reports update pr on the gcs.
The main change is to store and send the cv model's detection types, and send them down to the gcs.
Currently, not-stolen returns black images for extraneous reasons, so to test this you either need a low enough detection threshold or to modify mock.cpp to comment lines 116-121 and uncomment 122
