Outcome

Publishes a DesignRNG-owned, independently authored ADR 0007 action-snapshot test overlay and reproducible public-sidecar export diff for the Arms NG lifecycle GameTest.

Contract

• public JSON-RPC load -> validate -> export -> reload -> validate
• exact two-file runtime overlay; SHA-256 tree \14b1d008e0aad06500fab3b1d086e23b05432c190c790c8ef4a44a055bf1f90a`n- shotgun runtime-projectile path plus while_ads damage/reload/capacity modifiers
• dependency-free required CI contract and tamper-failing manifest checks
• no direct legacy-tool invocation in the fixture/verifier
• P4.D1 and licensing explicitly remain open
