Add new kernel "/opt/my_pyhip/pyhip/src/contrib/moe_gemm_8wave_g1u1_i8.py" and modified its test "/opt/my_pyhip/pyhip/tests/contrib/moe/test_smoothquant.py".
moe_gemm_8wave_g1u1_i8 is kernel for INT8 g1u1 moe with 3 types of smoothQ scales (per-expert, shared-up, unused) on gfx950 platform.
