docs: refresh README for upstream-only governance + release/CI infra#18

- "What's here": agent.md description now leads with the §0 prime directive (was just "verification rules"); it's the central rule now. - Status: note that upstream is the only source of truth (links agent.md §0), and document the release/verify-CI/Dependabot machinery the repo gained this cycle (tagged CalVer releases record the verified-against RNS/LXMF versions). - Scope: add "third-party client-app behaviors" to Out of scope — the spec follows upstream (RNS/LXMF/Sideband); apps conform to it. - Contributing: require an admissible upstream citation (was "ideally"), pointing to agent.md §0 for what counts.
