Prevent deterministic and statistical smoke workflows from racing to overwrite the same canonical RAGOps marker comment.
Change
The repository publisher listens only to
RAGOps reusable gate smoke. The statistical smoke continues to enforce its check and upload bounded evidence, but it no longer competes for the canonical PR comment.Evidence

Downstream publisher recipes already select one exact source workflow and are unchanged.
