test(extra): migrate gha-path-changes and gha-job-summary to bats - #102

Replace inline runCommand assertions with standalone bats test files.
Test data now lives in packages/{gha-path-changes,gha-job-summary}/tests.bats
instead of Nix attrset compilation layers. The Nix check derivations
are reduced to git setup + env export + bats call.
