Summary

• Retarget aHand hub dev Terraform/backend/deploy wiring from ww to t9.
• Point dev hub outputs and S3 file-ops settings at the migrated t9 resources.
• Keep prod compatibility while adding the t9 dev bucket and endpoint configuration.
