Description
This merge request adds TIP-3, a basic guide on the scope and usage of the Tari Community Forums.

Motivation and Context
The creation of the forums is aided by the publishing of best practices with regards to forum usage. This document provides a primer on how and when to use the forums, and what is best placed there.
