Description

Refactored the Blazor Getting Started section for Toggle switch button to include updated guidance for Web App and WebAssembly (WASM) render modes.
Added clear steps to create blazor app using Visual Studio, VS Code, and .NET CLI for all modes.
Updated instructions for installing required packages and configuring render modes.
Included guidance on where to set render modes.
Updated how to run application across all environments.
