EVA-120: workflow guidance — author/operate + deploy hints (D4, D5, D10)

Summary

• Add per-button title tooltips to the Author/Operate mode toggle explaining each mode
• Disable Run button for draft programs and show "Deploy this program before running" tooltip
• Show a brief banner when a run completes and the app auto-switches to Operate mode (auto-dismisses after 3s)
• Update Knowledge Library ActivityBar icon tooltip to a descriptive label

Test plan

• Hover Author button on mode toggle → "Author mode — design and configure your program graph"
• Hover Operate button → "Operate mode — view run history and inspect results"
• Select a draft program → Run button is disabled; hover it → "Deploy this program before running"
• Deploy a program, run it → on completion banner appears "Run complete. Switched to Operate mode…" then dismisses after 3s
• Hover Knowledge Library icon in ActivityBar → full description tooltip
