The anthropics/claude-code-action job authenticates via CLAUDE_CODE_OAUTH_TOKEN (a Claude Pro/Max OAuth token). The Claude App integration has been removed from GitHub, so the 'Auto PR Review' / 'Interactive (@claude)' checks fail on every PR. Non-gating red noise. Remove the workflow; required CI untouched.

Removes the inert anthropics/claude-code-action workflow (CLAUDE_CODE_OAUTH_TOKEN secret also deleted). The Claude App integration was removed from GitHub, so this only produced a failing non-gating Auto PR Review check. Required CI workflows untouched.
