The softer "patterns over time" layer, on top of the deterministic commitment miner (#17).

WeeklyReflectionMonitor — once a week (Sunday evening) it reflects over the durable signal: commitment_patterns() findings + recent long-term memory (cold storage). It surfaces one warm "here's what I noticed this week" note + optionally one durable standing-rule proposal. The daily ReflectionMonitor sees only today; this catches trends that only emerge over weeks. Propose-only (you reply yes → add_standing_instruction), dedup'd, silent by default.

4 new tests (note+rule on Sunday eve; silent off-Sunday / once-per-week / empty-signal). 231 pass.
