Adds Algora as a new vendor with their OSS Bounty Program offer.

Algora is a Y Combinator-backed public bounty marketplace that gives open source projects free listing, zero platform fees on their first $10,000 in bounties, and direct access to YC portfolio introductions for participating maintainers.
