Bump the workspace version to 1.4.0 and roll the CHANGELOG: the entries accumulated under [Unreleased] since v1.3.1 (mesh peer mTLS, external HTTP guardrail providers, native Langfuse and Datadog usage sinks, per-server MCP federation namespace mode, and the budget-window enforcement fix) move into a dated [1.4.0] section.
