Production moved from a cpx21 in Ashburn to a cx23 in Falkenstein (fsn1) to cut cost from ~€8/mo to ~$6.5/mo. Update the inventory and sizing tables in OPERATIONS.md and the README production note.

Production moved from a Hetzner cpx21 in Ashburn to a cx23 in Falkenstein (fsn1), cutting cost from ~€8/mo to ~$6.5/mo. Updates the inventory and sizing tables in OPERATIONS.md and the README production note.
Verified against the live environment: dtq.willchennn.com resolves to the new fsn1 IP, /healthz returns ok, and cert-manager issued a fresh Let's Encrypt cert on the new box.
