This dark theme applied to Stack Overflow and almost all Stack Exchange sites (except Area 51).
A userstyle manager is required, common ones include:
🎨 Stylus for Firefox, Chrome or Opera.
🎨 xStyle for Firefox or Chrome.
Then:
📦 Install the usercss with Stylus or xStyle. Supports automatic updates.
NOTE v3.0.0 will install as a separate usercss from v2.0+ because of the name change from "StackOverflow" to "Stack Overflow".
