Summary

Installs the Empower Orchestrator agent-law surface in simongonzalezdc/Creator-kit.

What changed

  • Adds repo-local Empower Orchestrator doctrine to AGENTS.md and CLAUDE.md.
  • Adds the full recipe at docs/agent-law/empower-orchestrator.md.
  • Adds/updates the PR template with the agent-law checklist.
  • Adds .github/workflows/agent-law.yml so future PRs can verify the law remains present.
  • Adds CONTRIBUTING.md agent-law guidance.

Verification

  • Local rollout verifier checked required files, marker counts, PR template marker, and workflow presence before commit.

Notes

This is governance/docs/CI-guardrail work only; repository-specific app build/test suites were intentionally not run.

Expose the agent-law doctrine inside the repository so future Codex, Claude Code, Kimi Code, and GitHub review paths share one enforceable operating contract.

Constraint: Repo-local files are required because GitHub default community files are not cloned into individual repositories.
Rejected: Relying only on global dotfiles | Remote agents and reviewers need visible repository-local law.

Directive: Keep EMPOWER_ORCHESTRATOR markers, docs/agent-law/empower-orchestrator.md, and agent-law workflow in sync.
