Expose the agent-law doctrine inside the repository so future Codex, Claude Code, Kimi Code, and GitHub review paths share one enforceable operating contract. Constraint: Repo-local files are required because GitHub default community files are not cloned into individual repositories. Rejected: Relying only on global dotfiles | Remote agents and reviewers need visible repository-local law. Confidence: high Scope-risk: moderate Directive: Keep EMPOWER_ORCHESTRATOR markers, docs/agent-law/empower-orchestrator.md, and agent-law workflow in sync. Tested: Local rollout verifier checked required files, marker counts, PR template marker, and workflow presence before commit. Not-tested: Repository-specific application build/test suites; this is governance/docs/CI guardrail only.
