LGTM. Just noting that ethereum-genesis-generator version 6.1.3 only works with gloas beacon states that are changed in #9596 . We would probably need to update it back in that PR

Pinning the genesis generator to devnet 6. Need to update this once the devnet-7 changes are merged.
