- it may be rolled into a different ZIP. - this is "bottom up" missing referents and assumes some unwritten overview/context. - does not yet specify commission fees distribution.

These changes introduce a ZIP specific to issuance and distribution for the PoS system. The division and organization across ZIPs is incomplete and likely to shift in future changes.
