Building Object Oriented model, starting with Highest Granularity which is the the Citizen and its variables such as Age, Demographic, Location, Education, etc. Then work down to categorize the individuals/creating buckets.

Instead of relying on Breauray of Labor Statistics https://www.bls.gov/ models I will build one myself that is correct and can be altered at the drop of hat.
