Adopt accepted Batch02 decision-oriented templates

Scope

• Adopt the exact accepted Meeting recap, Decision brief, Spec and Research Brief compositions.
• Four canonical HTML files, four derived thumbnails, accurate four-entry manifest metadata, additive BUILD-NOTES and extended existing table regressions.
• Meeting recap and Decision brief differ from accepted sources only by the two specifically approved noRedundantRoles compatibility comments. Other two files are exact. No CSS/body/title/tag/ID/scope/role/header/data changes.
• Preserve all eight already shipped templates and all other PNGs; 19 HTML + Markdown remains 20 options.

Additional test-only determinism repair (explicitly disclosed)

The full suite encountered an unchanged-base failure after 23:00 UTC: its returning-reader test promised the same day but used real time plus one hour, crossing the privacy-salt boundary. Reproduced on main. One existing test now spies on Date.now() at noon; all assertions and production analytics remain unchanged. This is the thirteenth changed file, not a runtime/billing change.

Verification

• Accepted-source transform and 298 text /159 numeric /70 keyed-group parity.
• Eight immutable accepted/candidate PNG and ARIA identities are hash-bound to the exact final canonical bytes; eight fresh actual app sandbox/header association checks.
• Extended bounded-role unit assertions fail before the approved comments and pass after. Native header-ID browser assertions reject dangling and existing-but-wrong references in disposable DOM red controls.
• Final check:0 errors/37 explained warnings; build passes;1,128 unit and247 browser tests pass (12 existing skips each). Final-head CI run34066558652 succeeds all five jobs.
• Accurate real gallery cards at 1440/390; unchanged-source 16 main +24 edge /58 semantic-width evidence explicitly reused, not relabelled fresh. Chromium-only limitation retained.

Do not merge/deploy until project-lead integrated review. This PR does not deploy the four templates or complete the nineteen-template section. No customer data, launch, financial, sandbox, schema, dependency, credential or infrastructure change.
