chore: finish 2.18.12 CI and release hardening

Continuation of the 2.18.12 hardening checkpoint.

Planned/automated changes on this branch:

• normalize Rust and Dart formatting against current stable toolchains;
• remove the obsolete Flutter localization synthetic-package option;
• fix repository inventory duplication between the human and generated platform inventories;
• align current inventory/README version references with 2.18.12;
• run repository, Rust, and Flutter quality gates before committing the normalized tree.

After this branch is merged to main, the existing platform-materialization workflow can generate and commit the six Flutter platform projects, followed by the committed-project release matrix.
