Overview
Bumps the workspace @types/node catalog entry from ^22.x to ^22.19.21 and refreshes pnpm-lock.yaml so the monorepo resolves 22.19.21 instead of 22.19.19.

This is a patch-level DefinitelyTyped update only; no application or library source files change. Downstream lockfile entries (vitest, vite, oclif, inquirer, etc.) are re-keyed to the new @types/node peer version.
