manual annotation plot scaling and bugfixes

Added manual option for scaling annotation file track, included fixes for some bugs such as --dpi, and reorganized/enhanced vcf testing

release with samplot manuscript

This release contains the package version for the manuscript publication. Conda now points to this rather than the dev fork at jbelyeu/samplot

Updated run command

Now uses subcommands rather than separate scripts for plot and vcf. Also implements a number of speed-ups and minor bugfixes.
