Native thread-local storage is unreliable before Vista, so disable it explicitly on Rust9x targets.

Native thread-local storage is unreliable before Vista, so disable it explicitly on Rust9x targets.
NOTE: I haven't tested this on MSVC. See #12 for full discussion of this isue.
